He wasn't looking for Rose in the steerage section of the Carpathia.
Look, there she is sat on the middle of the deck and he does not
approaches her to check out this hooded woman. He wasn't looking for
her he was concerned and worried for Spicer Lovejoy. There are other
women who passed him by and he didn't even turns to look them. Why was
he going to be worried for Rose if the last time he saw her he was
shooting her?

Interesting theory. Quite plausible. However, I still think he was
looking for Rose. He was obsessed with controlling her. I believe he
really didn't think she survived, and if she did she wouldn't be in the
steerage area. That's why the half-hearted attempt at looking for her.

I think Cal was looking for Rose, IMO he loved her in his own way and
maybe also wanted the "Heart of the Ocean"?

It was a different time indeed and men were men and women were not
suppose to be so "spirited", if that is the right word.

I think Rose was too independent for Cal to handle
